Tim DiNapoli is the Managing Director of GAO’s Contracting and National Security Acquisitions team. He specializes on acquisition workforce and contract-related issues, including how federal agencies plan for and award contracts, assess the roles and functions performed by contractors, and manage contractor performance. Tim also has focused on innovative acquisition techniques, including the use of other transaction authority, as well as the use of strategic sourcing and category management techniques.
Tim joined GAO in March 1986, initially serving in GAO’s New York office. After transferring to GAO’s Dayton office the following year, Tim helped assess Air Force efforts to develop and acquire tactical and nuclear missiles. Tim transferred to GAO’s Washington, D.C., headquarters in 1994. Among other responsibilities, Tim served as a detailee to the Senate Committee on Homeland Security and Governmental Affairs in 2007, where he helped develop and vet procurement-related legislation, coordinate hearings, and assist the committee’s staff in executing their oversight responsibilities. Tim also led GAO’s office at the U.S. Embassy, Baghdad, in 2009, where he coordinated GAO’s in-country assessments of the US governments’ reconstruction and stability efforts and represented GAO in discussions with senior defense, embassy, coalition and Iraqi officials.
Tim earned a master’s degree in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University in 1986 and a bachelor’s degree in government and international relations from the University of Notre Dame in 1984.
