Strategic human capital planning is the centerpiece of federal agencies' efforts to transform their organizations to meet the challenges of the 21st century. Strategic human capital planning that is integrated with broader organizational strategic planning is critical to ensuring agencies have the talent they need for future challenges. This plan presents the integrated framework of policies and practices that the Government Accountability Office (GAO) will use to guide its efforts in strategic human capital management through fiscal year 2012. It provides a contextual framework for the strategic objectives and performance indicators that are discussed toward the end of the plan through a description of challenges, both internal and external, that GAO will face and how the agency intends to meet those challenges to continue to fulfill the agency's mission through a highly engaged, professional workforce.
