This is an e-supplement to GAO-13-17. This document presents the results of GAO's survey of transit agency officials that had been identified as possibly providing ADA paratransit service. In order to learn about transit agencies' experiences with and perspectives on costs related to and provision of ADA paratransit service, we conducted a web-based survey of a stratified random sample of 145 transit agencies. These survey results can be generalized to the entire population of 546 agencies that provide demand-response service and are presented as estimates with 95 percent confidence intervals within plus or minus 10 percentage points, unless otherwise noted. Of the 145 transit agencies we surveyed, we obtained a 77 percent response rate.

Background

This document presents the results of GAO's survey of transit agency officials that had been identified as possibly providing ADA paratransit service. In this e-supplement we present the survey questionnaire and results regarding responses related to general ADA paratransit service information, ADA paratransit services, ADA paratransit rider-eligibility process, ADA paratransit funding, ADA paratransit service challenges, and possible ADA paratransit service improvements. We do not include narratives provided in open-ended questions, due to some answers possibly revealing respondents' identity based on the content provided.

A more detailed discussion of our scope and methodology is contained in our report "ADA Paratransit Services: Demand Has Increased, but Little is Known About Compliance," GAO-13-17 (Washington, D.C.: November 2012). We administered the survey from May 2012 through July 2012 in accordance with generally accepted government auditing standards.
